Can my husband travel whilst waiting for home office? ?

my husband and i have been married 2 years and recently seperated, i let the home office know and they are dealing with the case, but recently my husband has dissapeared and im thinking he may have gone home to albania, is he still allowed to travel backwards and forwards whilst waaiting for a decision to be made?
