  1. Not necessarily.  Countries refuse entry to family members of citizens all the time.

  2. It depends on (a) what status you are.  Assuming you are both non EU/EEA and also not eligible for the Visa Waiver Program (e.g. US/Canadian etc for tourist stays) then she will need a visa to enter the country regardless

If you are a legal holder of a residence permit, then you are able to send a letter of inbivation for her, and thereby act as a sponsor (agreeing to cover any costs for her stay - e.g. medical, legal etc).  You will need to show statements of income, and also bank statements etc to do this.  Then she can apply at the local German embassy in her country.

If you mean, can she stay indefinately in Germany, then this is a different story and it depends again on your status.  If you are naturalised or a permanent resident then I know there is such a thing as a family reunification visa but this is normally for a spouse/partner or children.  Whether it is applicable for a parent I am not sure

You should check first with her local German embassy or the immigration dept (same as how your visa was arranged)

Sorry it is vague, but without your nationality & status, it is difficult to check and confirm
