Can my us citizen child still enter to US, if he doesn't have a us passport?

I am planning to go to Tijuana, Mexico by car, but my U.S child doesn't have a passport yet. Would that be a problem in entering back to the U.S? I only have his birth certificate and school id.

    Land/Sea Travel

    Beginning January 31, 2008, the United States will end the practice of accepting oral declarations of citizenship at the border...

    ....Children ages 18 and under will only be required to present proof of citizenship, such as a birth certificate.

    U.S. citizens can also apply for a U.S. Passport Card, which facilitates entry and expedites document processing at U.S. land and sea ports-of-entry when arriving from Canada, Mexico, the Caribbean and Bermuda. The card may not be used to travel by air. Otherwise, it carries the rights and privileges of the U.S. passport book and is adjudicated to the exact same standards.


  3. What does he have?  The CBP Officer at the border is watching for human trafficking.  You can't just bring a child into the country.

    It's very easy for you to get this kid a US passport at any of the US consulates there in Mexico.

  5. How did he leave the US in the first place without a passport? check with an attorney before doing anything just in case there would be a problem that you are not aware of.

  6. How did he get out of the country?  He'll need to show proof of citizenship to get back in.

  7. You didn't mention the child's age, but it doesn't matter. The passport requirement for crossing the land border is not in effect yet for U.S. citizens.

    You and your child can cross the border at San Ysidro with your U.S. birth certificates and photo id. For a child, the school id will work great. For an adult, a government issued id will work great.

    The passport requirement for U.S. citizens only applies to those travelling by air, not by land or sea.

    Even my sister, when she was 6 months old, had to have a passport to leave the country.  It's cute, because you can see my mom's arm in the picture holding her up.

    If somehow he didn't have a passport and still left the country, I'd advise going to the US embassy.
