  1. the old meters yes.

    some even say they make them go backwards

    They are fitted with a device that alerts to tampering.

  3. My guess is yes, as it would act as a magnetic break,  but could you measure the difference given the distance and the low speed of the meter?

  4. Only with very old meters. Most devices used for slowing or reversing the meter used a transformer but were quite dangerous and prone to fires. Often it was possible to detect that one had been used due to scorch marks! If you want to slow the meter down, use less electricity. I managed to cut my bill by two thirds. I switched to an economy 7 type supply and planned accordingly. All bulbs are energy saving, I insulated my house better (draught excluders, more insulation in the loft, etc) Most cost little or nothing, for instance I was given some 19mm boards from packing crates at work that I put in the loft to create more storage space and increase the insulation. If you do a bit of planning it is possible to make large savings and reduce your carbon footprint.
