  1. Yes.  In fact this happened in Seattle.  The area around the Kingdome was a pretty bad area.  Abandoned industrial buildings, a homeless "skid row", and an unsavory violent crime concentration.  They tore down the Kingdome and build two new stadiums for the Seahawks and Mariners.  The new stadiums increased the number of people going to the games, and urged the city to clean up the area.  Businesses soon moved into the old buildings to cash in on the new public interest in the area, which in turn cleaned up the whole area.

    They are now trying to build condos that would block the view of the city from the stadiums.  In other words, the area is now too nice.
