Can ninjas fly? or can they just hover?

a ninja cannot fly or hover, but they can use their ability to knock the earth away from them. So while they are truly stationary, we observe them as flying.

i don't think they can fly, they just jump so high that you have the feeling that they are flying. it's the same with walking on water, they actually move their feet so fast to maintain on the surface.

Ninjas are (normally) humans.

Those trained in methods such as Shaolin Kung-fu are able to focus energy to create feats impossible by normal men.   However, this energy can only be used to increase one's own strength or density in a certain area, or those well trained in the art can use it to interupt another's energy, dealing decimating damage.  They cannot fly or hover.
