  1. Yes anyone can buy a ticket.

    Here is a site:

    Many Canadians come over to Detroit to buy tickets. If you win a big prize, then you will be subject to taxes, both federal and state, and they will deduct them from your winnings.

    The smaller prizes do not require ID to redeem, you can just get the $$ where you bought the ticket.

  2. Yes.  However, it is my understanding that in order to collect if you win, you must reside here.

  3. Yes, but you have to buy in person.  The lotteries in the US don't sell their tickets online to people who don't live in America.

    As long as you are in America legally when you purchase your ticket, you'll be fine.
