Can non-white races/ethnicities

Question

Have the attributes that Caucasian races and ethnicities do....such as blonde hair, blue eyes, red hair, green eyes, etc.

If so, which races/ethnicities?

Because...there's the guy in my business class in college...he is half sioux native american and half japanese...his hair is really wavy/curly and midback, and he has prussian blue eyes (grayish blue)...so how is that possible? His mom is fullblooded Sioux and his dad is japanese.....so does his dad have to have a white ancestor that is relatively close?

I don't know about the eyes in this case.  I know some australian aboriginals have blond hair, black skin.
