Can not start windows

Question

When I start the computer a message that windows failed to start appears and asks for Windows installation disk (which was not included when I bought it). Also appears File:\Boot\BCD Status: 0xc000000f Info: An error occured while attempting to read the boot configuration data. I tried to use outside windows recovery utility but wasn't able to launch it although I followed the instructions. Can you help me?
