Can one say that war is an art?

Looking at all aspects of war in the following two poems:

"Dulce Et Decorum Est" by Owen Wilfred and

"5 Ways To Kill A Man" by Edwin Brock

Can one say that war is art?

And please Explain...

dont know these poems but i won't call war art... it's serious stuff done by men... :P
