Can oxy clean be used to clear the brown out of swimming pool water to make it clear?

NO. you have to know what the brown is. If it's dirt, filter it, if it's algae, chlorine, if it's iron oxide in the water, then you need a chelating agent to remove it.

There are also a lot of other things that could be wrong. There isn't really an easy answer.

Oxyclean will NOT help.

Yikes sounds like a bad idea.  Oxyclean is a caustic substance meaning it will burn your skin.  Try to put your hand in a dissolved mixture of that and water and tell me how it feels.  That is if you have any flesh left.

No. You'll just waste the Oxyclean. Drain the water, scrub the pool, and then fill it back up and use products recommended for pools.

sounds like you need to drain your pool, have it cleaned professionally and refilled.  don't forget to have the cleaning guys come out once in awhile and tidy it up and add the proper treatments.
