  1. Once a deaf person learns sign language, they can then be taught how to read. So the answer is yes, definitely.

  4. Deaf people just can't hear, they aren't special needs. Why do you think some deaf people write out things on the paper when a hearing person can't understand? I'm deaf and I'm answering your question so I just proved my point.

    If they need to 'read out loud' they can sign what they are reading.

    Depending on the audience this may need to be interpreted back in to speech.

    When learning to read they may be taught with sign language to remind them what the word is.
