According to this FAQ at the bottom, it says yes that people in PR can get the tax rebate. But what do they need to do since normal tax returns usually aren't filed??

(Puerto ricans are all US citizens- for those that dont know. & yes PR does pay federal taxes, just not income tax. PR pays SSI & medicaid, etc)

{Q. If I live in Puerto Rico, the USVI, American Samoa, Guam or the CMNI will I get a stimulus payment?

A. In many cases, the answer is yes. But special rules in the law apply to these five U.S. territories (possessions). In general, the tax authorities in each possession will make stimulus payments to eligible residents. The law provides guidelines under which the Treasury Department will make payments to each possession for this purpose. People in these areas with questions about the economic stimulus payments should contact their local tax authority}

  1. yes, u can. but u need to go to a tax agency and ask an accountant that specifies in that field. but make sure u dont get fast tax, DACO just fined these agencies because of false advertisement, making people fillout an extra non existing form that costs 25.00

  2. People in puerto rico will indeed recieved the tax rebate, thanks to an intervention  from congressman Jose Serrano, Puerto Rico was included to recieved the tax rebate. Rules are the same, everyone who filled their last years taxes are elegible to recieve the rebate as long as they  have an income of no more than $75,000 a year, they will recieve up to $600 per individual, $1,200 per couple and $300 for each dependant younger than 21 (or 18 im not sure), the Department of treasury of Puerto Rico (Hacienda) its going to give the information of all the tax payers to the IRS and they will also be the ones distributing the checks aside of the regular tax rebate.

  3. The local goverment tax authority/agency (Hacienda) has negotiated with the IRS a procedure to distribute the IRS tax rebate.  Hacienda will use the information from our local (PR) income tax forms for this purpose.

  4. Puerto Rico does and will get the Tax Rebate. But it is awaiting for the Treasury Deptartment of the United States to stipulate the amount to be received by the one who applies and when.

      There are some place here filling out forms for the rebate and are being shut down because the are charging large amounts when to fill it out the papers should be free.

      The Secretary of Treasury or Secretario de Hacienda stated that they are soon to send out the information to all people and how to properly proceed.

       So what the Federal IRS says, goes and as soon as they give the ok, then Puerto Rico proceeds to pay out the rebate. Not before.

  5. yes  You  can  but  it  depends  in some conditions.
