there is no term private group. if a group is closed, there is no option for public (anyone) archives (messages) if a group is open membership or restricted membership, there is an option for public (anyone)

to check

management- under group settings click message- Posting and Archives (Edit) <-- click the edit- scroll to Archive Options

and be sure it is set to members- click save changes
