Depends.

Most bar rules require that the cue ball be placed behind the foul line for breaking the rack.  The cue ball must travel out of that space when it is shot.

According to the official rules of these games fouls and scratches result in "ball in hand," which means that the player can put the cue ball anywhere, and shoot at anything.
