The only way changes could be made to a human being would have to come through altering the genes, somehow.  Once a person has reached full stature, the bone structure (which supports the whole body) cannot be changed (except by surgery, or an accident or the few inches lost in old age.) by any means that we know of now.  So a human being could not shrink instantaneously.  But genetic engineering could theoretically produce a small human, but that is not the same thing, of course.

(They used to think that, since  there was a lot of space in the atom,they thought, it potentially could be shrunk, but we know this is no longer the case...also a lot of energy is involved that would not make that possible.)
