  1. MY question is this, " Can a person with a felony conviction get a passport?'  Could not find answer on the U. S. passport service web site, but you can call or go to the main post office in your city.  There will be a passport office there so you can ask.  Web site for passort service is:  travel.state.gov/passport

I just saw your additional information, so now the question is, "Will Brasil give me a Visa?"   You can look on  travel.state.gov/travel/brasil and read entry requirements, but they do not address this question.  You probably need to contact the Brazilian Embassy.  Here are their web address, e-mail address, and phone number.   E-mail:  consular@brasil.org   Web site:  brasilemb.org   and the phone is 1-202-238-2828.

  2. I am not sure what type of felony's you committed. You probably should ask a lawyer or look at your documents to see if you are allowed to live the country. Some people can not even live the State, Otherwise they are arrested. You should seek legal guidance.

  3. You can get a visa and travel to Brazil with any felony, yes, as long as it is just a tourist visa.  You cannot immigrate to Brazil with a felony.  It is really up to the Brazilian Embassy when they receive your application.  The tourist visa application does not ask about criminal records.
