Can people without driver's licenses or recent work references work at Walmart?

Any employer requires identification before you can legally work for them. That identification needs to include a social security number and some kind of picture ID.  You can provide a copy of your birth certificate AND a driver's license, or just a passport. You don't need a driver's license. That's just one means of identification.

Most likely not, even if they other other means to identify themselves Walmart would have a hard time with the background check.

You can get ID from the DMV that is not a license, just your identification.
