Can picc technology really increase gas mileage to over 100 mpg?

www.picctv.com says it can get up to 100 mpg from regular cars.

Be logical about this:  If this product REALLY can deliver such amazing gas mileage, why then haven't we heard about it on network news as a legit whiz-bang piece of auto techonology???  

It's a SCAM, because American Big Oil hasn't squashed it's existance out--something it effortlessly can do--if PICC REALLY did work like it claims.  Big Oil knows PICC doesn't work.

Even though this is probably a spam message, I'll throw in my $0.02.

It looks like a viable technology, but the price is probably too much for most and will be considered over the benefits.
