  1. No it won't and no it doesn't cause a new strain of popeye

Pop-eye is not a disease itself, but rather it is a sign of some other  problem with the fish or with the tank  Pop-eye causes can include infections from bacteria, viruses, parasites, gas bubble disease (water nitrogen supersaturation), water quality, internal disorders and nutritional deficiencies. .

You need to figure out what is causing the initial problem to treat.  In most cases it is a combination of water quality and poor diet.

Adding meds to the tank, especially if you believe it to be from a bacteria or parasitic infection will not cause or create a super strain of the sickness.  Keeping the water clean, changed and using a quality food, and fresh veggies like lettuce, peas, greens will help to ward off popeye in your fish.

  2. yes it can, and it can cause drug resitant pop-eye (ie untreatable)
