  1. "Can" he, probably yes if he wanted, or went off somewhere and just did it, but he "may" not and still inherit the throne under certain circumstances.  Princes must follow the rules also, or suffer the consequences.  Between the Queen, his father and the British people, the consequences could be considerable.

  2. Because royalty usually has a totally different set of rules they have to play by. Rules that have been in play for centuries and while they may not exactly be up to modern standards or seem fair still must be followed.

  3. William,as king-to-be will be the titular head of the Church of England so his marriage would have to be blessed by the Anglican Church, even if he did wed in a Civil Service, which,by the way,is how his father married second wife,Camilla. But it is most likely that William will marry in the  Anglican Church as traditions are hard to break in royal worlds.

The Queen and Privy Council must give him permission to marry, but I don't think that there is a specific waiting period decreed.Royal weddings of the sort for a future monarch are lavish affairs and take lots of planning. I've read that The Queen wants her children and grandchildren to have long courtships, some have reported a courtship as long as five years,so that the intended spouse gets to know what royal life is like and to see if they are able to cope with it.
