  1. Pure water (distilled water) that is 100% pure cannot conduct electricity because it has no ions in it to transfer them.

    Most rain water picks up stuff in the air as it falls (smog, etc) so by the time it lands on the ground it can conduct electricity.


  2. the dielectric strength of pure water is around 13 million volts per meter at room temperature...therefore...hit it with this voltage and it will conduct
