Can pyrotechnicians recreate explosions for movies?

Question

I need one explosion (small) for a short film I am trying to shoot and have no idea where to go for that?

Also do I need to take out special licenses or permits with the city for that?

I live in Dallas TX

Pyrotechnicians can do it for you.  I bet you will need a permit if it's in public.
