Can reciever and defensive back make touchdowns?

Yes, A Reciever can go out and catch the ball in, or run to, the end zone for a touchdown.

A defensive back must either intercept the ball or recover a fumble first, then run for the endzone for a touch down.=)

A Receiver scores a touchdown by either catching a pass while already in the end zone or by catching a pass and running into the end zone.  He can also take a handoff and run it into the end zone. Receivers absolutely can make touchdowns...that's part of their position and theoretically a defensive back could intercept the ball and run it back for a touchdown.
