Can reflection from solar panels affect a plane taking-off or landing?

I don't know about your country,but here in New Zealand solar panels are made from non-reflective glass.I do know that laser pointers have caused interference with pilots.

Larger aircraft aren't supposed to be looking out the window when taking off; they fly by instrument.   Thats why two planes can collide so easily on an otherwise empty runway.

If you are talking about photovoltaic panels, they are designed to reflect very little.
