  1. I'm not totally sure I understand your terminology, but there are symmetry classes (called point groups) that have only rotational operations.  For example, C2, has only a two-fold rotational symmetry, no reflection symmetry.  The hydrogen perooxide molecule (HOOH) is C2 symmetry.
