Can scientist create new world(new planet)?

You mean actually make a planet where there was none before? No. That would require resources gathered from sources outside of earth in that earth just would not have the mass to spare. Not to mention we would have to somehow get it all into a set position with the right velocity for a stable orbit.

There have been proposals to terraform Mars into a planet that we could live on, but they still require technologies we do not yet have, would cost far more than any project ever attempted on earth, and would take centuries to complete.

never!!!!!!! not even 1000 century's afterrr . well, if life on earth ever got to 1000 century's . well. think bout it wat will the scientists do . will they start throwing rocks in the space and w8 4 it to join together to make a beautiful planet!!!!!!!! . our eart took more then 5.8 billion years to form. now . if i suppose dat maybe another einstein would think of something to make a new planet dat would be iMPOSSIBLE!!!! cause life on earth is not enternal . it would end and according to NOSTRADAMUS  it would end in 3000 something . and watever he said had been  ryt.

No, because

a) Humans aren't as powerful as God

b) How would humans send the new planet into outer space without it getting burnt in the Mesosphere?

c) It would be impossible for people to suck up all the air (even with another technology) to put it on the other planet

d) Humans can't recreate animals or plants

e) There wouldn't be no gravity on it and it wouldn't rotate or revolve.

With current technology, no.  In millions of years if humans are still around and havent nuked themselves, perhaps.
