  2. Can they, yes if they clearly tell you about it in the advertisement for the product.  Should they, no.

    If you got caught by this scam (small print, etc), leave a neutral/negative feedback and warn other people about it.  Only with information can the market screen out the scum.

    If it wasn't in the advertisement, report the seller to eBay and refuse to pay that portion of the charge.  It is called bait-and-switch, which is against federal law.

  7. Ebay does not charge you for selecting the option to use paypal on your auctions. They encourage that you do and this is why it is a free selection.

    Paypal is free for the buyer - the seller pays the fees.

    PS. The poster further down is wrong. You are not allowed to do it 'if you mention it in your listing.' It is NOT allowed whether you mention it in your listing or not. You can report any seller who mentions it and also any seller who asks for extra afterwards.

  9. No it is against eBay rules and you should report them to eBay and they might be removed as a seller.

Not officially (though they should be allowed to because the whole Paypal thing is a ridiculous and monopolistic conspiracy to extract more money for the privilidge of using e-bay as a seller).  What most people do is either refuse to accept Paypal except from people able to make acceptable payments to a Personal Paypal account (i.e. no credit cards) - which is what I do.... or hide the extra charge in the postage.  I guess the interesting thing from a legal point of view is what happens if you win an item where the seller has indicated that he does NOT accept Paypal, and then you insist on paying by no other means - in my view as you have not accorded with the terms under which the offer was made, then the seller should be allowed to levy a charge to pay that way, or be able to report you as a non-payer.....

  15. no. If they are they are trying to gip you. I once got charged $15 shipping for one baby undershirt!!!! I would not pay that again and I would give neg. feedback
