Yes, I've done this a long time ago so I might be a little rusty but here is how:

You need to get the flow and tempo at max in all 9 sets by having the pokemon on the circle facing types that they are strong against, making cycles of 4 pokemon on each set, and then the Lugia must be facing a pokemon who's type is super effective against in any of the sets (Lugia is psychich and flying, face it against a bug pokemon or a grass/poison type)

yes it can. you have to max the tempo of all the purification cambers, then put it in the middle of any of them. Now, heres a trick. Put all normal pokemon in every chamber. For some reason, the game thinks theyre suoper effective, and mill max the tempo out! so, transfer a bunch of rattatas from a fire red or leaf green (it has to be pure normal, no normal-flyings), then put them all in the purification chamber. you dont need to fill the middle hole, though. after theyre all full, put lugia in any og the chambers' centers. it will be instantly purified!

You have to get all 9 chambers at max tempo. Put lugia in one of the middle ones and it will be purified instantly.

yes. but u gotta make sure u get all the tempos and stuff all maxed out. its in the place where u can purify the shadow pokemon. not agate village. u just gotta make all the tempo and stuff maxed out and then u can purify lugia. i think it gets earthquake psychoboost, rain dance, and hydro pump.
