  1. yes it can.

    it should definitely be beyond the yuck stage if you step in it.

    unless it has been sterilized, you probably should use nothing fresher than a year.


  2. You are so lucky to have sheep-their turds are the BEST-it can be put on a garden bed immediately as it dries fast-cover with grass clippings and you can pretty well plant straight away.

  3. Sheep manure can be used as both a fertilizer and a soil amendment (it adds organic matter).  

    How quick you use it depends on how you apply it (to the soil or contacting the plant leaf and stem) and your tolerance of smell/yuck factor.

    If you do not want to apply fresh manure to your garden, merely place the manure in your compost pile with other carbon (leaves, hay, etc) material, and apply the compost as you normally do.

    If you have the ability to get a ton or so of manure, deep stack it (bout 3 feet or one meter tall) for 21 days.  The stack heat should exceed 160F within that time and kill out any dangerous bacteria.
