  1. Briefly put,the Kyoto Accord is an international agreement

with the objective of reducing the emission of greenhouse gases that cause climate change. As of November 2007,175

countries had joined. Two notable exceptions are the U.S.

and China, the two countries that pollute the world more than any of the others.

  2. The Kyoto accord is a scheme to transfer wealth from the developed world to third-world countries by forcing industrialized countries to pay a "carbon tax" for CO2 emissions to the dictators in Africa.  It will not create any reductions in greenhouse gas emissions because it specifically exempts China, the world's biggest polluter.

  3. In a nutshell-Ineffective at doing anything but transferring wealth.

US, a non member, has outperfromed Kyoto members in reducing emissions.

  4. I will add another aspect of the Kyoto accords that is often overlooked.  The Europeans are very much behind Kyoto because they have historically paid far higher prices for energy resources than has the United States.  They hope to use the accords to drive up energy costs in the United States, thereby reducing or eliminating one of the advantages that US businesses currently enjoy over European businesses.  In light of the high level of subsidies that the European Union pays many sectors of their economy (agriculture in particular), this is a very hypocritical ploy on their part, when they know that by exempting developing industrial states like China and India, there is no hope of having any real impact on climate change.  Kyoto has become nothing more than a thinly disguised attack on the US economy by the Europeans, and by observing the results of escalating fuel prices on the US economy over the last two years, it is easy to see how it could work.
