Can some one in Africa get school scholarship in Canada?

It all depends on the school.

My experience with schools in the US for example (I'm from Europe) is that most of them hold their scholarships to native applicants and have very few available to international students. Since the international scholarships are usually fewer it's also more competition for them.

Most schools also demand that you have a proof of funding to show you can pay for yourself while you are away studying, even before scholarships are approved.
