Can somebody give me a good idea where S-turns is?

its a thing not a place.

It's just north of Buxton on the Outer Banks.  As you are driving north along the road, look for a stretch of wood fencing along the sand dunes on your left just as you get into town.  You don't see the break from the road.  The link is for the surf report there.
