Check with your cell phone provider. I take my Verizon phone to Mexico. I cost me $1 for a call. It comes in handy sometimes. I can call within Mexico to the US.

If the person has a U.S. cell phone and is just there vacationing, then you just send a text message as you would normally when the person is in the U.S.

If the person has a Mexican cell phone, then you need to put the prefix +52 before his/her local phone number.

Simple as that...I do it all the time!  :)
