Go to the homepage, click Groups (on the left), then you are at the Yahoo! Groups homepage! There you can create a group for free.

If you are talking about the Yahoo Groups category here on Yahoo Answers, it is for questions and answers related to Yahoo group members' problems and group owners/moderator's management problems  in actual Yahoo Groups.

If you are talking about Yahoo Groups in general, they are groups that Yahoo subscribers have created for people to join together and share a specific interest.
