Can somebody tell me more about V-nonimmigrant visa? Who are eligible?

I read the USCIS website about this but I wasn't sure if the conditions stated there means all the above should be in the criteria, or maybe one or two conditions can make a petitioned individual eligible for this. If you have an input let me know. thanks!

The V visa is designed to allow petitioned for family members to wait with their families in the United States while their immigrant visas are being processed.

All of the criteria must be met, not just one or two.  In addition, the National Visa Center sends a notification letter to potential V visa applicants.
