Can someone be a good tactician, but lack good strategic sense?

I was reading about someone, an it said that that person 'was a good tactician, but lacked strategic sense'.

I thought that that didn't quite make sense.

There is tactics and strategy' kinda like offense and defense in foot ball !   Using tactics is like defense and using strategy is like offense.  One is going against and the other standing still.  So your man switches back and forth  more often then others to make his move   what ever that may be!?

Tactics are the processes used to implement a strategy.

For example, a strategy may be to kill Bin Laden so that his group will be rendered powerless.  A tactic to kill Bin Laden could be a blanket bombing of a wide area where he may be hiding or a covert operation to infiltrate his inner circle and kill him when an opportunity presents itself.
