Can someone be arrested on a Notice of Capias for not paying an oil bill?

A friend of mine who's experiencing some serious financial troubles received a Notice of Capias due to an unpaid oil bill. He is completely embarrased that he's unable to pay and did not show up for a civil hearing. Can he be arrested on that or can he contact the court and make payment arrangements?

Contact the court. Only way to be arrested is if they continue to ignore orders to appear.
