Can someone be denied for their US citizenship if they owe the IRS?

A friend of mine is filing for his citizenship and he owes the IRS over $25K. He has a payment arrangement set up and has been paying them but came accross the questions while filling out his naturalization paperwork. Will he be denied because he still owes taxes?
