Can someone describe the means by which ethnic identity may be created?

and briefly explain how ethnicity is a factor in managing social inequality? I am taking a test and this is one of the q's on it...I don't understand how to answer it at all! Any help will be appreciated!

  1. Ethnic identity which is racial in essence is often confused with cultural identity which is more socio/geographical by nature.

    Ethnic identity is created when differences are identified along lines of racial pedigree.

    Ethnicity is not and should not be a factor in "managing social inequality."  The mere attempt at managing social inequality is not only wrong but stupid.

    Management of social inequality implies that a person or people are placed in charge of such management.  No one is equal to the one in charge of management therefore social inequality is maintained by the mere act of managing inequality as evidenced in the former Soviet Union, Castro's Cuba, and China.

    To make everyone equal would require bringing everyone to the level of the least fortunate, require everyone to receive benefits from the Managers, and eliminate anyone who strives for a better life.

    The best answer to social inequality is to eliminate the very idea of ethnicity and promote a program of social individualism where society gives the tools to the person that can lead to success and it is the individual who bears the responsibility for success or failure and the betterment of society.
