Can someone edit a picture for me?

Well, im starting a layout website on myspace, and i need help on that also, so if you have answers about that, answer please. but also, i would need a site model, i have one now, but i cant edit photos that great. i want to edit them like this : http://tinypic.com/?t=postupload

The link doesnt lead to the photo.  But try Paint Shop Pro for a beginner type package.  There are some freeware packages you can download.  Look in www.download.com for them.
