Can someone explain me this: Russian and Georgian Conflict?

Heres a snippet from a news source,

The Russians had previously denied reports that its soldiers were lingering in the key Black Sea port of Poti.

But Colonel-General Anatoly Nogovitsyn, deputy head of Russia's general staff, later said it was "legitimate" for Russian peacekeepers to be in Georgia for intelligence operations.

Russia's General Staff also said it was concerned over the type of supplies the US is airlifting to Georgia after the American military began to ferry what it called humanitarian aid.

And the Kremlin said its Black Sea fleet would take commands only from the Russian President.

Ukraine's president Viktor Yushchenko had signed a decree requiring authorisation for Russian warships to return to their base in Sevastopol, a Crimean port which is part of Ukraine.

US Secretary of State Condoleezza Rice is set to hold talks in the Georgian capital Tbilisi later.

Can someone explain to me what is being written here, especially clarification on "Ukraine's president Viktor Yushchenko had signed a decree"

  1. Mick is correct, but I don't know how America is making things worse for Europe by "sticking it's nose in."

    Sarkozy returned with a Cease Fire agreement that Russia is not complying to.  He is a naive fool, like Neville Chamberlain was.

    Russia will control a large percentage of the EU's oil (especially with the North Sea fields running dry).  They will be able to charge extortionate rates to the EU for oil and the EU will be forced to comply or suffer economic collapse.

    In the end, who will the EU turn to in order to get out of this jam?  The United States is sticking it's nose in now in order to avoid having to stick our troops in later.


  2. well the Russians are looking for something called regime change and are throwing their weight around - causing untold carnage/ and destruction- apparently the Georgians have a lot of something called enemy combatants- and the Russians are going to 'smoke em out'. Which means kill /detain with no access to the legal protection afforded to others- unfortunately a few thousand civilians including women and children have become collateral damage- NO Wait !!!   havn't I heard all of this  somewhere before  

  3. Yushchenko has said Russian military ships can not return to their base in the Ukraine without his permission.

    To summarise the whole situation - Russia is acting out of order trying to get even more control over fuel in Europe, and the U.S. are making things worse by sticking their noses into Europe's business.
