  1. Francesco is the person that paid (commissioned) the artists to do the portraits.

Francesco ordered (and presumbaly paid for) a painting from Leonardo, an artist, which was a portrait of his wife, Lisa.  Francesco ordered (and presumably paid for) a painting from Domenico Puligo, another artist, which was a portrait of St. Francis of Assisi.  The reason for his ordering these portaits to be done, was to celebrate their daughter Andrea's birth and the purchase of their new home, which seems to have come at about the same time.  Leonardo daVinci painted the portrait of the wife, which portrait we know as "Mona Lisa".  

  3. It means that Francesco paid Leonardo to paint a portrait of his wife, he paid Domenico Puligo to paint a picture of St Francis, and people think that he probably paid Da Vinci to paint the Mona Lisa to celebrate Andrea being born, and the family buying a new house.

    (When a work of art is commissioned, it means that a rich person, the patron, has paid the artist to create a certain painting/sculpture/poem/etc.)
