Can someone explainto me what the term "all-requirements basis" stands for?

I'm translating come documents for a project; and I got stuck on this term; the sentence reads:

"Whereas, ______, an autonomous public utility entity, desires to purchase the excess electrical generation capacity produced by ______at the Project on an “all requirements” basis; and...."

  1. After trying various combinations of searching, it appears to be a term used only in the electricity wholesaling business and seems to mean that the basis for delivery is that within the amount of the contract, the supplier will meet all the requirements even if that means going out and buying electricity to meet the needs of buyer at higher cost than they planned or if their equipment goes down.
