Can someone figure out this movie's title?

Question

An evil-witch-type-character lives in the woods with little things that turn people into veggies and eat them.

That's pretty much all i know about the movie, i was really young when i saw the movie on HBO. I would say i watched it around 1995. If i knew anything else major about the movie (Actors, director) i would have been able to figure it out.
