Can someone give an example of when dark magician of chaos's effect would activate and one when it wouldn't.

I don't understand the part about it saying missing the timing.

you miss the timing when you Special Summon it during the resolution of a card. Meaning that you Special Summoned it while there is still some steps to do during the spell that Summoned DMAC. Let's say you use it with Magical Dimension. You Special Summon it and right then and there, you have two options:

1. Keep resolving Magical Dimension, meaning you'd need to destroy a monster and not get a Spell Card out of your graveyard.

2. Stop the resolution of Magical Dimension and get a Spell Card from your Graveyard, meaning you cannot destroy a monster with Magical Dimension's effect.

It's one or the other, you'd have stop one in order to get the timing.
