Can someone help me find out what this plant is?

I saw it in Malibu Creek when I camped there this weekend, my friends went hiking up a mountain and passed by a mountain full of it, he had a hard time breathing shortly after. It had leaves going from the bottom extending outward to the top. It had white fur around that gave it a soft look, and when one of my friend's mom picked it, the inside of the stem was milky white. I wanted to know what it is and if someone knows where I can find a picture of it when I go camping next time.

Could it be dandelions that went to seed? The white furry part would be in the shape of a ball.
