I dont understand if you want me to make that or if you want me to tell you how to make it.

I'll tell you an easy way to achieve something similar to that... actually if you do this right and very carefully you can get the exact effect

Anyway start by finding your background image.  You can either swirl some colors yourself or find something cool just by google searching stuff.  I'm pretty sure you should be able to figure that part out.

Paste that layer into a new photoshop document.

Next make a new text box with the text you want.  Make the font color white.  Once you have it centered just the way you want, right click the text layer in your "Layers" box and select "Duplicate Layer".  Select this new text and make the font color black... then make this new layer invisible.

Then go back to the original(white text) and make the text a couple sizes bigger and recenter it.  I would only go up to a size maybe around 5 higher than what u had.  Maybe even less. idk play around with it a lil till u like it,

Next go to where your layers are... right click either the background or the white text layer and select "Merge Visible".

Now you have one layer which is your funky background with the white words on it.

Make the black text layer visible again.  If you can't see it, it might be under your background layer so drag it to the top.  Now you should be able to see the black text with a thin white border around it.  Make sur to center it if its a bit off.  Also you might need to go back and change some things at this point if the ouline is too thick or too thin.

Now to make that white outline spiky:

Go to deviantart.com (you may have to register as a member) and find where you can download different brushes for photoshop(on the main page... on the left click Resources>Application Resources> Photoshop brushes).  Find a good set of eyelash brushes.  Download them.  Once downloaded, in photoshop, click the brush tool and right click on the image.  Then click the little arrow or "play button" in the corner.  From the menu that pops up, select "load brushes".  Now find the eyelash brush file that you just downloaded and load them up.  They will appear at the bottom of your brushes list.

Now, with the background/white text layer selected, click the smudge tool.  Again, right click on the image.  Scroll down the brushes and select a good spindly eyelash brush to use for your smudge tool.  When I say spindly i mean lok for a brush with long thin lashes that kinda look like the effect on ur example image.

Change the brush size until you think it will give u the right effect.  Then using pretty small strokes outwards and starting from just about the edge of the white outline, start going around every letter carefully to make that spindly explosion effect.

One thing ull notice is that the eyelash brush only points in one direction so u cant use it all the way around the letter.... this is kinda annoying but the only thing u can do is go to "brushes" select the eyelash brush, click the "brush tip shape" tab and swivel the brush around everytime u need to get a different angle.

Its kinda a hassle but u have to do that unless you can find a brush on deviantart that has that eyelash effect all the way around in a circle. (if you know how to make new brushes, you could use the eyelash ones to make a multidirectional tool)
