Can someone help me out in figuring out the name of a kung fu movie?

I saw a kung fu flick years ago that i cant remember the name of; all i know is that the hero fought two old looking guys who had a technique where one could jump on the other's shoulders and then both would use reflective mirrors on their belts to try and blind the hero. The hero beats them and at the end he's gunned down by the oppressive Japanese police. (the theme of the movie was that the japanese were oppressing the chinese) My friend said that this was fist of fury aka the chinese connection but i looked it up and that's not the movie. Can someone help me here?!!
