Can someone help me with a children's book of ghost stories?

Question

all i remember is it has a skeleton (i think) on the front cover, it's color blue, and one of the stories is about a dress bought at a 2nd hand shop, and that dress originally belonged to a now-dead person. another story has some hanging in it. please help, loved this book and been trying to find it! thank you.
